AANC Legislative Update | SB 166: Recording of Court-Filed Documents

AANC News,

A bill supported by AANC, SB 166: Building Code Regulatory Reform, became law on September 12th after the legislature overrode the Governor’s veto. SB 166 seeks to streamline regulatory processes, enhance clarity for building and development regulations, reduce unnecessary costs, and modernize various building code requirements. The bill's provisions will significantly benefit developers, contractors, homeowners, and local governments by improving efficiency, reducing delays, and ensuring uniformity in building and construction standards across North Carolina.

Of note, beginning January 1, 2025, the Building Code Council will oversee codes applicable to commercial and multifamily construction and the newly established Residential Code Council will oversee codes applicable to residential construction.

With the above change, this legislation (Section 5.2) restructures the Building Code Council’s membership, including a seat specifically for someone who holds a general contractor license and specializes in multifamily construction, appointed by the Speaker of the House. This is an invaluable opportunity for AANC to suggest qualifying people to this seat. Please reach out to Sarah DuBose at GAD@aanconline.org with the name, contact information, and bio of any members who are interested in serving on the Building Code Council.
